The Finance Minister and the Secretary General of Luxembourg’s federation of hoteliers, restaurateurs and cafe owners (Horesca) have unveiled the new meal voucher system that will be introduced soon.

  • Value and digitalisation of meal vouchers

The maximum exemption value of meal vouchers will rise from 8 to 12.20 euros with an employee contribution of 2.80 euros, which remains unchanged. This means that the total value of a meal voucher will now be 15 euros.

The new system will also set a limit of 5 for the maximum number of meal vouchers that can be used per day.

In addition, meal vouchers will be electronic, thus making them more efficient to use and more straightforward to manage. Physical meal vouchers can still be used until the end of 2024.

  • Criteria for using meal vouchers

The new system will extend the definition of “meal” to include food purchases from restaurants or retailers affiliated with one of the companies that issue meal vouchers.

The notion of “working day” will be removed, so employees will be able to use meal vouchers in the evening, at weekends and during annual leave.

As this new system has not been the subject of a press release published by the Finance Ministry, it is a good idea to wait for the current Grand-Ducal regulations on meal vouchers to change. These will come into force on 1st January 2024.
